Every year the Unified Planning Work Program (UPWP) is developed as the North Florida TPO's transportation planning work program that identifies both the planning budget and activities for that year. In cooperation with the Florida Department of Transportation, the Jacksonville Transportation Authority and other transportation providers, the UPWP describes the planning tasks and estimates their cost. The UPWP is also the project budget for planning tasks funded by the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA).
